Summary

On September 21, 2006, the Water Resources Panel of the Natural Resources Board filed with the Secretary of State proposed amendments to the Vermont Use of Public Waters Rules. These amendments:

1. make general housekeeping changes to the language of the Rules;

2. add Section 1.2 on the authority of the Water Resources Panel to promulgate the Rules;

3. clarify Rule 3.4 (Use of Aircraft on Public Waters) to resolve ambiguities and conflicts within the present rules as to which lakes and ponds can be used by seaplanes;

4. provide definitions for the terms “private pond” and “private preserve;” and

5. combine the information in present Appendices A and B into a new Appendix A, with additional information.

Hearing Schedule

A public hearing is scheduled for Tuesday, November 14, 2006 at 9:00 AM at the offices of the Natural Resources Board, National Life Records Center Building, National Life Drive, Montpelier, Vermont.

Directions to the Water Resources Panel's Offices:

From I-89: Take Exit 8 onto Memorial Drive, then turn right at the first set of lights onto National Life Drive. Follow National Life Drive to the top of the hill, then turn left into the National Life Complex. The Records Center Building is at the extreme easterly end of the parking lot, separate from the main National Life buildings. When you enter the vestibule call 9-828-3309 and someone will come and let you in.

From the east: Follow Rt. 2 West until the intersetion with Bailey Ave. Continue straight on Memorial Drive to the next set of lights, then turn left onto National Life Drive. Follow National Life Drive to the top of the hill, then turn left into the National Life Complex. The Records Center Building is at the extreme easterly end of the parking lot, separate from the main National Life buildings. When you enter the vestibule call 9-828-3309 and someone will come and let you in.
