Effective July 1, 2013, the Land Use Panel and the Water Resources Panel were eliminated. The functions of the former Land Use Panel were transferred to the Natural Resources Board effective July 1, 2013. The rulemaking and policy functions of the former Water Resources Panel were transferred to the Agency of Natural Resources in 2012. Information formerly available on the Water Resources Panel website will be available on the ANR Watershed Management Division website.

Welcome to the Natural Resources Board

The Natural Resources Board (NRB) administers Act 250, Vermont’s land use law. Act 250 is intended to minimize the environmental impacts of development, by requiring that projects comply with the Act 250 Criteria.

Not all development is subject to Act 250. Only projects that constitute “development” or “subdivision” or a substantial change to a “preexisting” development or subdivision, as defined in the statute, require an Act 250 permit. A permit amendment is required for any material change to a permitted project. Most Act 250 permits are issued without a hearing. If you have a question about Act 250 jurisdiction, or the application process, please call your District Coordinator.

Act 250 permit applications are reviewed by the District Environmental Commissions, and are staffed by the District Coordinators. The District Coordinators also issue Jurisdictional Opinions on whether an Act 250 permit is required.

In addition to administering the Act 250 program in the district offices , the NRB issues rules and policies related to Act 250, reviews requests to reconsider Jurisdictional Opinions, is responsible for enforcement of Act 250, and may participate as a party in appeals from Act 250 decisions at the Superior Court, Environmental Division. DIRECTIONS TO NRB OFFICE: Take I89 to Exit 8. At the first stop light turn right onto National Life Drive. Proceed to the top of the hill and take a left into the National Life office complex. Our office is in the small bldg. at the end of the parking lot. National Life security requires that you must call our office at 828-3309 from the lobby in order to gain access to the building.
